Prom Transportation: The Questions Parents Should Ask Before Booking

Why does prom transportation need more checking than a normal booking?

Because you are handing a group of minors to a stranger for six hours on the busiest night of the year for this industry, and you will not be there.

That is not a reason for alarm, but it is a reason for diligence that an airport transfer does not require. Prom season concentrates enormous demand into a handful of weekends, which pulls in operators who are not doing this for the rest of the year, working with vehicles and drivers brought in to meet the peak.

The questions below are not adversarial and a legitimate operator will not treat them as such. They are all things a properly run business can answer in one sentence, and the speed of the answer tells you nearly as much as its content.

The useful mindset: you are not trying to catch anyone out. You are establishing whether the person you are speaking to has thought about a night full of teenagers before, or is finding out along with you.

What licensing should a Florida operator hold?

A county for-hire licence, and the county depends on where they operate. Florida has no single statewide limousine licence, which is the source of most confusion here.

Palm Beach County Consumer Affairs (opens in a new tab) licenses taxi, limousine and shuttle companies operating in the county. Broward County's Consumer Protection Division (opens in a new tab) regulates for-hire vehicles under Chapter 22½ of the county code. Miami-Dade runs its own licensing for for-hire limousine transportation.

So the question to ask is specific: which county are you licensed in, and can I see it. An operator working across South Florida should be able to answer for the counties they actually work in.

Broward adds a driver-level requirement worth asking about separately. Chauffeurs must register with the county (opens in a new tab) and must pass a criminal and driving record background check to do so. That is a meaningful check and it applies to the individual, not just the company — so the useful version of the question is whether the driver assigned to your night is registered, not whether the company employs registered drivers in general.

What are the alcohol rules for a prom booking?

None permitted, for anyone on board, without exception.

Florida's open container law exempts passengers in vehicles for hire, which is why adults can drink on a chartered party bus. That exemption does not help here, because a separate statute makes possession of alcohol by a person under 21 an offence, and a prom group is by definition under 21.

This is worth asking about explicitly for a reason that has nothing to do with the law. An operator who is casual about it on the phone is telling you how they will handle it at 11pm when a cooler appears. The answer you want is immediate and slightly bored — it is a rule they state a hundred times a season.

Ask the follow-up too: what does the chauffeur do if alcohol appears on board? A real answer involves stopping, removing it, and calling the parents. Anything vaguer is not a policy.

What should be written into the booking?

The full itinerary, the drop-off arrangements, and the contact protocol. Verbal understandings are what fail on prom night.

Write down every stop with an address and a time: pickup locations, the pre-prom photograph stop, the venue, any after-event location, and where each student is dropped. Prom groups routinely assemble at one house, photograph at another, and disperse to four addresses at 1am, and none of that is obvious to a driver who has not been told.

Agree the release arrangement explicitly. Is each student dropped at their own address, or does the group return to one house? Does a parent need to be present at drop-off? Is the driver permitted to release a student to a different address if the plan changes on the night — and if a student asks to be dropped somewhere else, who does the driver call?

That last question is the one worth settling hardest, because it is the one that actually arises. The correct arrangement is that the itinerary does not change without a parent's authorisation, and that there is a named parent the chauffeur will call.

What are the ten questions, and what does a good answer sound like?

Run through these on the phone. It takes ten minutes and it is the whole of the diligence.

Ask them in order, and pay attention to hesitation rather than to enthusiasm. An operator who has done this properly for years answers all ten without preparing, because they have been asked before. An operator who has to check, or who redirects to how nice the vehicle is, has told you what you needed to know.

If an operator declines to provide licensing or insurance documentation, that ends the conversation. There is no legitimate reason to withhold it, and the good operators send it without being pushed twice.
